Water, ice, or a mixer is bar method, not a TTB class. US whiskey is a US type.143, bottled at 40% or more. Typical US 40% Dilution changes proof in the glass, not the label class. 100 proof is not bottled-in-bond by itself. A 1.5-ounce pour at 40% is one NIAAA drink.
