There is no official best mixer for Grand Marnier. Cordon Rouge official US footer is 40% alc./vol. (80 proof): cognac plus orange liqueur and sugar. The SKU is a liqueur under, not a cognac class. Mixer talk is not a legal type. Cointreau official is 40% and is a different bottle. A 1.5-ounce pour at 40% is one drink.
