Oregon does not have one last call. Distilled spirits at OLCC retail liquor stores may not be sold before 7:00 a.m. or after 10:00 p.m. (OAR 845-015-0140). Grocery and c-store off-premise beer, wine, and cider may sell 6:00 a.m. to 2:30 a.m. — not a statewide 2:00 a.m. grocery clock (OAR 845-006-0425(2)). Bars and restaurants: 7:00 a.m. to 2:30 a.m. Age 21.
Oregon is a control state for spirits. The liquor-store clock is not the Safeway beer clock. Sunday liquor-store opening is optional for agents but still cannot beat 7:00 a.m. or 10:00 p.m. OLCC writes the statewide ceilings; a city cannot invent a later grocery hour. We will not invent a Portland-vs-Bend table.

A 2:20 a.m. beer run can be legal at a grocer and illegal at the liquor store. That is the whole Oregon trick. Pages that print “7 a.m.–2:30 a.m. everywhere” or treat the liquor store as a 6 a.m. grocer are mixing the three clocks. Neighboring Washington’s blackout is 2:00–6:00 a.m.Washington beer.
