You can mix tequila and rum. The mix is not a legal type. Tequila is NOM-006 / Rum is a US type. Both typical US bottles print 40%. A 1.5-ounce pour of either at 40% is one NIAAA drink. Two 1.5-ounce pours are two drinks, whatever the glass is called. NOM-070 mezcal is a different agave spirit.
