There is no IBA “hot chocolate” cocktail and no official best liquor. A 1.5-ounce pour of 40% whiskey, rum, or brandy in cocoa is one NIAAA standard drink. Baileys Original Irish Cream is 17% Alc/Vol on the US brand page — 1.5 ounces is 0.43 of a drink. Heat does not remove ethanol. This is not a 2022 top-10 tasting and not a sleep aid.
Bourbon, dark rum, and VS Cognac are the usual spirit classes. Peppermint schnapps and 15–20% cream liqueurs are a different math. Related: Baileys drinks, bourbon for eggnog.

Two 1.5-ounce 40% pours in two mugs are two drinks. NIAAA binge pattern is a health line, not a target. Dairy + alcohol storage is a leftover-food problem, not a TTB clock. No 2026 MSRP.
