You can mix red and white wine. It is a serve, not a legal type. US wine identity is 27 CFR Part 4. Color is not a separate TTB type. Typical US table lots sit near 12–14% Rosé is its own color class, not a homemade blend. Fortified is a different bottle. There is no official better ratio and no tasting crown. Residual leftover unused.
